This position is responsible for the establishment, maintenance, and enforcement of the financial and administrative operations of the City of San Juan. These operations include, but are not limited to the following: Financial Accounting, Budget Preparation, Management, and Administration, Payroll Accounting, Utility Billing and Collection, Debt Management, Bank Relations, and Fixed Asset Accounting. Sets financial and administrative objectives, by developing policies, methods and procedures, which achieve these objectives; proposes and reviews City ordinances relating to revenues and expenditures; responsible for the timely and accurate preparation of the City’s operating and capital budgets; works with the City’s auditors in the accurate and timely preparation of the City’s annual audit report; serves as the financial advisor to City Commission, City Manager and all Department; directs the treasury collection activity and custody of public funds; oversee the investments of City funds and payment of bond obligation; and responsible for compliance with provisions of the Public Funds Investment Act (PFIA). Requires a Bachelors Degree in Accounting, Finance, or Business Administration. ACGFO or CGFM designation is preferred. Five (5) to seven (7) years of progressively responsible financial management experience, preferably in a local government environment.  Must be bondable.  Must have considerable knowledge of accounting theory, principles, practice, & knowledge of Texas Statutes as they relate to government financial practices.  Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.  Must be computer literate to include MSWord, Excel, Outlook and Internet. Must have excellent grammar, writing, communication and organizational skills.  Bilingual (English and Spanish) is required. Court Administrator (full-time)

    Under the general direction and supervision of the Municipal Court Judge and City Manager, supervises the municipal court personnel and entire operation. Requires a thorough working knowledge of court policies and procedures. Prepares and coordinates the preparation of special and technical reports and records. Has daily contact with the public, this contact requires courtesy, tact and diplomacy. Plans the work flow and frequently uses independent judgment in collecting and evaluating or processing information. Must be able to work well under stress and be able to handle various tasks. Handles confidential information and frequent contact with all levels of city employees, outside agencies and the general public. Coordinates/performs all personnel services, records management, customer relations, purchasing and budget management of the department; maintains comprehensive files, records, documents, and plans related to the operations and performance of the department; acquires detailed customer service information, solves problems or follows up to insure customer concerns are followed up on by proper staff personnel; reports progress to the Head Judge on court payments for budget purposes; reviews budget and prior month’s expenses with the Municipal Court Judge monthly; prepares purchase requisitions, solicits quotations, orders through purchase orders and processes invoices for payment; performs independent work assignments for the Municipal Court Judge under general guidelines with minimum direction that are of a complex and confidential nature; prepares monthly reports to the Municipal Court Judge, City Manager and Finance relating to the arraignments held during the month; daily deposits to the bank and post monies to the City’s General Ledger; prepare court orders; maintain a docket containing each case filed and court action that was taken; file a certified transcript of the docket with the district court on the first day of the court’s terms; enter the proceedings of each trial in the judge’s docket; reports the qualified warrants to the Collection Agency for proper collection; prepare or assist in the reporting of all moving traffic convictions to the Texas Department of Public Safety; prepare the court’s budget for submission to the City Manager; process subpoenas, summons, warrants to compel the attendance of person as witnesses in municipal court; authenticate all official acts of the court by affixing the court seal to all documents issued by the court; except subpoenas; prepare reports to the City Commission; attend staff, agenda and budget meetings and City Commission meetings when required; trains and instructs court personnel on the operation of the computer hardware/software, and follow-up training on the application software; instruct court personnel on changes in the State Laws that affect the Municipal Court and the new operating procedures generated from those changes; compose memorandums, correspondence and reports as assigned; responsible for maintaining the immediate supervisor abreast of all incoming and outgoing information and prepares the necessary documentation for proper follow-up; will perform other job related duties as assigned. Must be computer literate and be proficient in MS-Words, Excel, Microsoft Outlook and Internet; two-way radio and general office equipment. This is a 5-day, 40 hour week, with some occasional evenings and weekends. Requires a Degree in Law Enforcement or related field or a minimum of five (5) years related experience in Municipal Court Administration. (years of experience may substitute degree). Requires excellent grammar and communication skills. Must be bilingual English/Spanish; must be able to read and write English. Must possess a valid Texas Driver’s License with satisfactory driving record and be able to be insured by the City’s insurance carrier; clear a background check and pass a drug test. Accounting Manager (full-time)

    Responsible for the accurate and timely maintenance of the city’s financial, budgeting and accounting systems in accordance with generally accepted accounting principles. Individual will assist in the supervision of supporting staff. Develops and implements internal controls. Must possess an undergraduate degree in accounting, finance or related field and be knowledgeable of Generally Accepted Accounting Principles; Governmental Accounting, Auditing and Financial Reporting; and Statements of Auditing Standards. Must have a minimum of three (3) years of progressive supervisory experience in general accounting, accounts payable, accounts receivable, payroll, and budgeting. Four (4) years experience in a municipal government finance environment and integrated financial accounting system is preferred. A High School Diploma with a minimum of 10 yrs. of directly related experience is acceptable equivalents for education/experience requirements. Must be computer literate to include MSWord, Excel, Outlook and Internet. A valid Texas drivers’ license with a satisfactory driving record is required. Must pass a drug test and clear a background check. Salary is $44,142.01 annually. Position will remain open until filled. Public Safety Dispatcher (full-time)

    Answer and process calls, including emergency 911 calls; provide a variety of specialized and routine tasks in the provision of emergency and non-emergency communication services; answer calls for the Police and Fire Departments and to the general City number and respond to the calls as appropriate; and provide emergency dispatch services. General supervision is provided by the Captain or his designee overseeing Uniformed Services. Requires a high school diploma or GED; pass criminal background investigation, pass National Dispatchers Test, no experience required; pass a medical physical examination and meet the City’s driving standards, and also TCIC/NCIC Full Access Certification. Knowledge of jurisdictional boundaries of the city of San Juan; proper spelling, grammar and punctuation, basic report preparation, principles and procedures of record keeping. Must be able to communicate with persons in highly stressful situations; proficient through TCIC/NCIC level within one year of employment as a condition of continued employment. Failure to prove proficiency as Call Taker, and NCIC within one year of employment will result in non-disciplinary termination; operate modern communications and type 35 wpm; work during regular and irregular shift rotations, which may include weekends, holidays and extended hours in emergency, disaster or other situations influenced by workload or staffing difficulties; work under stress and use good judgment in emergencies, listen carefully, respond to requests and inquiries from the general public, be assertive and calm in soliciting information from distressed callers, plan, organize and manage time effectively, establish and maintain cooperative working relationships with coworkers and those contacted in the course of work; simultaneously perform a variety of tasks, use a variety of specialized equipment including communications; quickly assimilate information and implement an appropriate course of action, communicate clearly and concisely, both orally and in writing. Must possession a Class “C” valid Texas driver’s license; bilingual English/Spanish and be able to read and write legibly. Must clear a background check and pass a drug test. Municipal Court Marshal

    Under the general direction and supervision of the Municipal Court Judge and Court Administrator. Receives legal documents to be served from the municipal court judge and court in a prompt and responsible manner. Serves court orders and processes summonses and subpoenas. Locates individuals to be served by using directories, state, county and city records such as public utility records and records date, time, and place of delivery/arrest/serving a warrant.
